Notification

Any organisation carrying out practices included in Part A of Annex I to Joint Ministerial Decision 45872/2019 ‘Regulatory control procedures for ionising radiation practices – recognition of services and experts’ (Government Gazette 1103/B/03.04.2019), as amended by Joint Ministerial Decision 32083/2022 (Government Gazette 1552/B/04.04.2022), is subject to regulatory control through the notification procedure.

The procedure for issuing a notification number comprises the following two steps:

Step 1

Submit an initial application with the organisation’s identification details, including the details of the person designated as the point of contact with the EEA.

Step 2

Submission of the information and supporting documents, as described in detail below for each procedure.

Specifically for:

For the procedure for notifying work in areas where radon concentrations continue to exceed the national reference level, as provided for in paragraph 3 of Article 54 of Presidential Decree 101/2018, the organisation shall submit the following:

(a) a description of the workplaces where radon concentrations exceed the national reference level, the number of workers in those workplaces and their estimated occupational exposure,

(b) a description of the measures already taken to reduce radon concentrations,

c) a report on radon concentrations in the workplaces referred to in point (a) before and after the measures were taken, as well as a description of the methodology used to determine the concentrations,

(d) a description of the measures the organisation intends to take to further optimise radiation protection in the areas referred to in (a) (e.g. providing information, limiting the presence of the workers in question in areas with elevated concentrations, and future measures to further reduce radon concentrations).

For the procedure for reporting cases of existing exposure that give cause for concern from a radiation protection perspective and for which legal liability may be attributed pursuant to paragraph 3 of Article 100 of Presidential Decree 101/2018, the organisation shall submit the following:

(a) a description of the organisation’s premises where exposure levels cannot be disregarded from a radiation protection perspective,

(b) a description of the measures already taken to reduce the aforementioned exposure levels,

(c) a description of the measures the organisation intends to take to further reduce exposure,

(d) a description of the procedures for managing radioactive materials, including naturally occurring radioactive materials.

The organisation implementing the practices set out in point 3 of Part A of Annex I shall submit the following:

(a) a description of the procedures for managing naturally occurring radioactive materials,

(b) a study including measurements of radionuclide concentrations in water and possible scenarios for the impact on drinking water and other routes of exposure via water,

(c) measures the organisation intends to take to further optimise water quality.

The organisation, which implements the practices set out in point 4 of Part A of Annex I, shall submit the following:

(a) a description of the organisation’s activities and premises involving naturally occurring radioactive materials, as well as the time spent by workers in those premises,

(b) an assessment of occupational exposure in accordance with the working conditions described in point (a) above, taking into account all exposure pathways, including exposure to radon, as well as a description of the measures to reduce such exposure, including conventional industrial safety measures,

(c) details of the training and information provided to the organisation’s staff involved on matters of radiation protection,

(d) points (b) and (c) of paragraph 1 of this Article, if the practice is likely to result in the presence of natural radionuclides in water.

For the notification procedure relating to the activities listed in point 5 of Part A of Annex I, the organisation shall submit the following:

(a) a report on the activity concentrations of naturally occurring radioactive materials,

(b) an assessment of the occupational exposure of the organisation’s workers and the exposure of the public resulting from the practices carried out,

(c) measures the organisation intends to take to reduce such exposures,

(d) in the case of an activity referred to in point

  • (aa) 5a of Part A of Annex I, documentation of the calculation of the activity concentration index referred to in Article 75 of Presidential Decree 101/2018,
  • bb) 5b of Part A of Annex I, description of the procedures for the further management of naturally occurring radioactive materials and documentation of the release criteria set out in Annex VII to Presidential Decree 101/2018.

For the notification procedure for the transport of radioactive material referred to in point 6 of Part A of Annex I, the organisation shall submit the following:

(a) a description of the radioactive materials to be transported, the transport container (package) and documented evidence of the transport container’s design compliance with EEAE guidelines,

b) details of the consignor and consignee,

c) the date and method of transport of the radioactive materials.

Following assessment of the information and supporting documents submitted, and in the event of a favourable assessment, the EEAE shall issue the organisation with a notification number valid for an indefinite period.

In the event of a change to a practice that has been assigned a notification number, the organisation must submit updated information and supporting documents to the EEAE. It is also mandatory to notify the EEAE in the event of a change in the ownership structure or other details of the organisation relating to the implementation of the practice.

In the event of the discontinuation of a notified practice or the cessation of operations of the organisation implementing notified practices, the organisation shall inform the EEAE accordingly.

Submission of applications and supporting documents

You may contact the EEAE or submit applications and the required supporting documents by email to adeies@eeae.gr. The supporting documents submitted must be digitally signed.

The fees for the approval of ionising radiation practices subject to licensing are set out in point (d) of paragraph A of the schedule of fees for services provided by the EEAE (you can view here for the table of fees).
